nucleareurope discusses PINC at EESC TEN section expert hearing

On 5 September 2025, nucleareurope Director General Emmanuel Brutin participated in an expert hearing on the Nuclear Illustrative Programme (PINC), held as part of a European Economic and Social Committee (EESC) Transport, Energy, Infrastructure and the Information Society (TEN) section study group meeting.

In his intervention, Emmanuel highlighted that installed nuclear capacity in the EU is projected to reach close to 150 Gigawatt (GW) by 2050, noting that the PINC base scenario estimates that in 2050, large reactors will provide 110GW of installed capacity, while Small Modular Reactors (SMRs) and Advanced Modular Reactors (AMRs) will provide an additional 35GW.

“This growth in nuclear capacity represents significant investments from the whole sector, with benefits for decarbonisation, security of supply, energy affordability, but also job creation and competitiveness” stressed Emmanuel, detailing the findings of two recent reports commissioned by nucleareurope: the pathways to 2050 report, produced by Compass Lexecon, and the report on economic and social impacts of nuclear, produced by Deloitte.

Emmanuel closed his intervention by giving an overview of nucleareurope’s position on the PINC, he specifically insisted on the importance of recognising the role of nuclear in the energy mix, correctly assessing the scale of investment needs across the whole nuclear value chain and accompanying the PINC with a concrete action plan which provides a level playing field for all net-zero technologies.
